You can give Class 1 a shot and see if it works any better.  Just
insert these init strings into BGFAX.CNF:
 
in=ATS0=0
in=AT+FCLASS=1
in=AT+FAA=1
an=ATA
(the last is an answer string)
 
Then, comment out the rest of your init strings.  Also, you'll need to add 
an /ATO switch to your BGFAX /HOST command line.

There is one thing I do not understand:

I tried to initialize (Answer string) my modem with AT+FCLASS=1 under FD 2.02,
because I am not able to get it to work with FCLASS 2.0 correctly. Using the
init in the auto-answer string, the response was ERROR!
AT+FCLASS=1, directly at the "modem command line" (Alt-J) works fine, the
response is OK.

So why are the inits treated different?

I have a USR V.everything USA/Canada model working here.
I know the init-trouble has got nothing to do with BGFAX, but maybe
someone here felt into the same mistyrious and can help me.

Do you mean FD 2.12?  If you really are using FD 2.02, I don't know if I
ever developed a working configuration for Class 1.
